As you can see their pings are about the same. They are both getting equal responses with the internet. However, Astoria is clearly throttled by both download speed and upload speed. Each library works with their own internet provider and decided to conduct the internet experience as they see fit.
What is also surprising to me is that the Astoria librarians will actually physically unplug the internet connection when the library closes. There is no access to the internet after hours. All the libraries that I encountered before would leave the internet running, but shut it down through a software program instead.
